Underground Empire

The hidden empire of the various incarnations of Dr. Hell, named by official material but hardly brought up in the franchise beyond the first episode of the original television series. Following Dr. Hell's example, the empire's primary goal has been world domination through the use of the Mechanical Beasts, machines originally from the Mycenae Empire. However more often than not, the empire had come up short due to the formidable forces of their enemies in the Photon Power Laboratory and the limits of the lieutenants.
